New Russian Law

Posted by: "Irina ORear" irina@russialegal.com   russian_attorney

Mon Jan 1, 2007 6:13 pm (PST)

Dear adoptive parents,

As always, I would like to keep families informed about legislation regarding Russian adoption.
The new law "About Additional Support of the Families With Children" was passed in Russia last week. It is officially published
yesterday, December 31, 2006, and came in force today, January 1, 2007.

This law stipulates that a family having a second, third, etc. child (birth or adopted) will receive large financial support from the
Government. The amount is 250,000 rubles (About $10,000) as a one time payment. It is a very big sum of money for Russian families
(for some low-income families it is equal to 19 years income). This amount will be indexed proportionally to inflation and in 5 years it
will be about 350,000 rubles.

This law has already made an impact on Russian society. Hundreds of people have already announced their desire to adopt children.
According to the Russian media, last week alone most orphanages had visitors (Russian citizens wishing to adopt), which was more than for
an entire year.

Many people that had previously abandoned their children already informed the orphanages that they want to take them back into their
custody.

Although this law is not about international adoption, it can impact international adoption. More children, especially children that are
relatively healthy, will likely be adopted by Russian families.

Some women that were due to deliver babies in December are delaying their labor by taking medications (that is of course very risky for
children). Some women took a risk to deliver their babies unsupervised at home, to conceal the fact of childbirth and then will claim that the child was born after January 1, 2007.

It is quite probable that some people will adopt children only for their own personal enrichment, but this is now a law and it will work
for the advantage of Russian citizens.

Ukrainian Adoptions Update

Ukraine has started processing adoptions again!  News as of 1/2/07.
Crossroad Adoption Services has this info:
NEW – We are pleased to announce that in January, 2007, Crossroads became a registered agency with the Government of the Ukraine. As a result of this recent development, Crossroads will be allowed to send at least two dossier per month starting immediately.

The government body, the Ministry of Education Center of Adoptions, maintains a data base of children waiting adoption.  Dossiers of prospective adoptive parents are reviewed, approved and matched with a child from the data base.

Maria's Children International

(located here in the Twin Cities area!)

Mission:
Everywhere on the planet children live in compromised and difficult circumstances. The projects of Maria's Children International use the arts as an initial connector with these children, which then opens them to their creativity and strengthens the knowledge of their unique self worth and abilities. It is our mission to create and support avenues for the forgotten children of the world to grow into healthy, happy, contributing adults in their own societies.

Maria's Children International is a fund-raising organization. We are all volunteers, and have no paid employees. We supply the basic operating funds for our projects through donations and through the sales of the wonderful images created in Moscow and St. Petersburg. We also secure donations of supplies (clothing, toys, medicine, and art materials), and deliver thousands of pounds each year to our projects. Our offices/storerooms/gallery in Savage, Minnesota house the only known Russian Orphan Art Gallery in North America.

New Museum Showcases Russian Art

Posted on www.exploreminnesota.com

The Museum of Russian Art was established three years ago in Bloomington by a Twin Cities businessman to showcase his extensive collection of Soviet-era art.  Last spring, the museum moved to an attractive, spacious new home in a renovated Spanish-style structure that formerly housed a church in south Minneapolis. This architectural gem showcases the paintings in a warm, open space.

Collector Ray Johnson began buying paintings in 1989 from Russian artists who were unknown outside of their country.  The paintings mostly depict images from daily life in Russia during the last century.

An exhibit called "Perspectives of Russian Art," showing August 5 through November 5, explores many styles of 20th-century Russian painting, including classical realism, Russian impressionism, social realism and modernism. From October 13 through January 14, the museum will also host a special exhibit, "The Art of Russian Icons," featuring 60 pieces of religious art.

The Museum of Russian Art is at 5500 Stevens Avenue South, at the Diamond Lake Road exit from I-35.  It is open weekdays, 10 a.m. to 5 p.m. and Saturdays, 10 a.m. to 4 p.m. For more information, call 612-821-9045 or visit www.tmora.org
